What minimum level characters do you use when trying to off Flemeth?

The problem here is her fire breath. You really need max fire protection. Wade's armor is nice with warming balms. If you have that you can take her out solo from range. She doesn't fly.

Use greater warmth balm also, And poison arrows help too. You should already have Wynne, so use her to heal, and cover her with warm balm too.

Warmth balms are the bomb here.

 

If you park yourself behind the slope, you can kill her with ranged attacks (magic or missiles) and no risk of melee. She will knock you on your butt from time to time, but other than that all you have to worry about is her hot, spicy breath.

I usually fight Flemeth before I get the fire Resistance stuff. I think Alistair just dies so It's better to have Shale with a fire armor crystal and a amall cold crystal. Also bring Wynne, Leliana and I switch to bow. I usually do Urn of Sacred Ashes last but this playthrough I guess I will have the fire proof stuff except I'll probably bring Alistair to the urn to don't know If I will be able to beat the High Dragon.

The ability to slay a High Dragon depends not so much on level as on what spells, talents and equipment the party has access to, depending on strategy.

 

One possible recipe would buffs + Taunt + Force Field, as mentioned here. It can easily be put into action as soon as you pick up Wynne and Shale, assuming you let Morrigan learn Force Field. No special kit needed beyond the spells and twin fire crystals for Shale (plus ranged attack methods for the others, like bows, staves and spells).

 

Only two of my Wardens killed Flemeth at all, since in her case there is no Wade's Superior Plate to tempt the undecided. That was a long time ago, so the only thing I remember is that she was easier than 'Andraste'.

If I kill her, I'll often wait until the time of the Landsmeet. Like mentioned, no reason to do it early. Most of the time, I make a deal with her for the key.

I did it at level 14. I got lucky. She was focused on Sten and Shale while I was attacking from behind with help from my dog.

 

I did try a couple more times on different playthroughs with no success and just loaded a prior save.

 

If I had to guess, its harder to kill her than the high dragon during the ashes quest. For me anyways.

I generally confront her late into the game. Don't exactly remember the minimum level, but once I did it pretty early using force field tanking, as Alistair wasn't strong enough to survive comfortably. I'd reckon it could be done as soon as somebody unlocks Force Field coupled with a bit of running to and fro around Flemeth during cooldown; two force fields basically seal the deal. This way the ranged brigade need to survive only one fire spit, that she'll use iniltially, which ought not be difficult even with null fire resistance.

But yes, like it's already mentioned, with fire resistance, melee isn't really required, just something to block being pulled into by her buffet.

Like 'Andraste', Flemeth can wipe out any low-level character with just two fire balls, unless they are tanks or have some fire resistance. Unlike 'Andraste', there is no need to keep her pinned, and giving her someone un-chompable to hate is less of a concern.

 

Hence the key is to direct her attention - and her fire - towards someone who can deal with it, and to keep everyone else out of AoE splash distance. The healer can be safely hidden behind the hut, since line of sight is not needed.

 

Even a warrior is more effective with a low-level longbow than by trying to hack or slash a High Dragon, if you figure in the eliminated need for healing and micro-management.

When I kill Flemeth, she directs her fire towards all of us. Like across the whole space we occupy. I bring Zev as a poison archer, Leli as poison archer also, I use Wynne as healer and my warden as a poison archer until Flemeths life is down low enough to melee her (then you get the cool kill dragon animation). Keep taking warmth balm and health potions, also using swift salve helps.

^You may follow one trick if you don't like all four in your party getting roasted every other second. Just put the warden archer between short and medium range from the dragon - you know, just a tiny bit away from melee range. Use 'taunt' if warrior or just attack. Now Flemeth will only roast you, so it'll be easier on poor ol' Wynne. The only thing the dragon will use in this scenario is fire spit and flame breath, no grabs, no sweeps, no nothing - teammates would be completely ignored. After she goes down below 50% HP, she'll occasionally use Roar and stun you; but it changes nothing.

The warden can actually play hide and seek (sort of) with Flemeth. If you keep maintaining that radius approximately, and move to her side, she'll hop cutely and turn towards you. You can keep doing this as long as you want. Swift Salve/haste/blood thirst is very helpful in this. The catch is she might be able to tag you with a fire spit every now and then. Still no worries, as long as you don't go towards it hind quarters (you can't really, unless you are trying deliberately, because she'll always try to face you). Otherwise she'll slap with her tail.
Note that all of this is happening at a distance just away from the typical melee range.

The conclusion is that anybody can tank Flemeth, and without even wearing anything. Basically the whole team can be naked if one so desires. :D

i sometimes go back and fight the high dragon, sometimes just leave it alone :)

I killed Flemeth on Normal with my party being lvl 11/12. The team I used was: myself (rogue with bow), Zevran (with bow), Wynne, and Sten. Sten was equipped with the 2-hander Yusaris (gives +20% fire resistance buff) and an amulet giving +5% fire resistance. With a Lesser Warmth Balm (+30% fire resistance), it took his fire resistance to 55% which was more than enough; his health never dropped below 70% when Flemeth used her big fireball attacks, and Wynne kept him healed along with her health rejuv spell. Sten used a couple of Lesser Healing Poultices during the fight to supplement Wynne's healing.

Technically, you can do it at any level. Just bring fire resistant stuff, use Shale's stone aura, have Wynn heal as needed and spam magic and archery at her. There're other variations to this that work. All that matters is getting out of that clearing, and her melee range.
