I'm speaking purely boss level here because the mix of raw, brutal, physical power and magical might would be... wow. As far as I can see this would be perfectly possible as even genlocks can use magic when dwarfs cannot (this is because the taint apparently carries magical power equivalent to lyrium). I would understand why orgre emissaries would be so rare if they do exist because Hurlock and genlock are rare and there are loads of normal ones. The fact that there are substantially less ogres means there would be even less, if any, emissaries among them.

I can see something like that. Basically, it would be the darkspawn equivalent of the giant pride demons that use magical attacks.

IF this happens I want it to be a purely optional boss battle from a sidequest and I want said boss to be ridiculously hard to beat maybe even more so than the main boss.

No. The ogre's whole theme is pure brute strength. Don't dilute it.

Besides, since DA2, emmissaries are a breed of darkspawn seperate from hurlocks, genlocks and the like. They're now creepy slendermen with elongated fingers in the vein of the Architect and Corypheys. I like the change.

Those are just the shriek emissaries. This would have been a so much better design 

 

 

 

Also, here's how I think an ogre emissary would look

An intelligent Ogre would be nice to see, but only as an Alpha, meaning no magic. Imagine an Ogre sitting on an old dwarven throne in some lost thaig like the Arishok in DA 2.
