You can if you stand Shep close enough to her and swing the camera a round without enabling freecam. you just clip through her visor.
This is also possible on Xbox 360, and I discovered it accidentally years ago. I think I was trying to get a closer look a a turian's tattoo patterns and ended up clipping right through the head, getting a close-up view of his teeth, tongue, and the back of his eyes.
After that, I tried the same camera maneuvers with armored bodies on the ground, and they have faces under those helmets. Same for Tali, though it's more of an "outline" than a fully-textured face. It still shows the proper shape and glowing eyes.

I like the image in the first post. Human enough to be attractive but still distinctly alien in look.
The image they used was something I felt a little cheated by. I expected Tali to be something more than a human with a couple of lines on.

Not a purplish human with flowing beautiful hair, that much I can tell you.
Also, this is just me, but I never liked the design in that picture in the OP. It's a nicely done picture, I just don't like that look. It's a little close to Asari with the starfishy appendages, plus I never liked the idea of Quarians having hair. That was a weird statement... Anyway, I don't think I'd want them looking too elfy or human in general.
Not that I'm pretending to have a clear idea of what I reckon they should have looked like. If they hadn't already made Drell, something like the Drell but with a different colour scheme might have suited the Quarians I suppose.

I don't really think them having hair is the problem. I think the problem is that it's "flowing and beautiful" after living your entire life in a suit. The same way your skin wouldn't be fit to sunbathe, your hair wouldn't be straight out of an Herbal Essences commercial. You're in a suit your entire life (with no air conditioning).Says somewhere that they do though, and it's about time there was at least one alien species in Mass Effect with hair.
The one fan pic did it well. The one with circuitry on her forehead. Her hair is short and matted down it seems. Which is a lot more believable.

The novels say, that Quarians are the most human looking species in the galaxy. Given how similar Asari look and how you could see that human-ish face under Tali's mask in the first game already, it was to be expected.
I've read most of the novels and don't recall that ever being said. Was that in Deception? It is the only one I haven't read.
In Mass Effect: Ascension a Quarian is unmasked and briefly described, but the description of the Quarian is rather vague. It just says that they more or less have a humanoid facial bone structure with lips, teeth, and eyes with eyelids and such. That would come to no surprise to anyone who had played the games, since you can see that much beneath Tali's mask. Also the description was so vague that it could also be used to describe the Drell or Asari, who while humanoid, wouldn't be mistaken for human.
That passage however often was exaggerated by Talimancers who favored that famous fan art of her where she looks like a human, and wanted something similar in the games. It was often claimed on the forums that the passage stated that Quarians looked like humans, even though the actual text did nothing of the sort.
In truth the passage was likely written to be deliberately vague because the dev team had not yet settled on a canon appearance for the Quarians. Some of the official concept art we've seen also seems to support this, with some very alien-looking concepts still being considered after that was written.

The common factor that sort-of allways bothered me about most Tali fanart is that she looks pretty. Maybe that's just the way Quarians are but it always seemed to me like her face and hair would be unkempt.
