I'm not sure the two spectre thing would work very well.
Meet the boss: Naleena T'sarius. She's now a Council Spectre. She wasn't originally one. She's a criminal that did a heel face turn. Our "fearless leader" at the time was on a very long hiatus. We were finishing up a mission and wondering what to do next. I had a full plot ready. It is outlined in quite some detail. There were a slight number of retcons done - like ME3 isn't happening when it does because story time wise it hasn't been written yet. Our actions impact the future. Reaper indoctrination was added to since they were still working on that in the story at the time. This has evolved into a Mass Effect AU now.
We chose a few canons: 1) The Council survived. 2) The Rachni survived. 3) The Illusive Man has the Collector Base.
And now we picked up the story with a plot outline based on events outlined in Cerberus Daily News, supported by the books, alluded to in some of the comics, and logically concluded by a committee.
To run this plot we needed a Spectre. Naleena was added with discussion. She's my character. She's a "plot" character more or less now, but as the plot writer I can make her life a living hell. A Spectre does what is necessary to get the job done no matter the cost. However in this version of the MEU, I took obscure lore and expounded on it. There's a structure to the Spectres. Naleena, for example, reports to Spectre Supervisor Yalson Sao. Sao is mentioned in Cerberus Daily News. Someone, after all has to make sure that Spectres file reports, turn in their hours, and get paid. The Council doesn't want them digging through dumpsters, looting corpses, and robbing bank ATMs, although the game it certainly seemed that way.
Kel said most characters are not Shepard-level. Joining this RP as another Shepard-level Spectre? I say another because of this scene.
What I would recommend is that you strip out the Spectre and ship stuff, and your character should be fine. Characters need to be part of the team. They need to fit into the story. Be careful not to OP over anything we're doing. And you should figure out some kind of story arc that you want for your character.
I have 4 characters in this.
* Naleena - plot - but I get to play her as a character in other people's plots such as the Iyana plot.
* VERA - sort of community property, but I have ownership. She's plot and the ship's AI. She's my means of dispensing analyzed information, and providing characters with correct analyses if the character is in communication and comes to the wrong conclusion IF VERA has the same data.
* Faed - plot character. Not a shooter and only Vayne has gotten to know him. He was formerly Kel's. Kel was a bit overextended and this is a long story.
* Irina - fun - same as with Naleena, but I get to interact with the crew of the ship more because she does not have any proprietary information. Irina is messed up from serving on Elysium and on Torfan.
* Dahlia - in woodwork - I need to figure out what to do with her.
