To clarify a bit of my post, vayne has no actual authority even with his position, as the ruling I made only extends to those with offical authorized business by illium. Vayne's not offically investigating anything or hunting a bounty, and is basically registered as operating on his own agency, or to put it in laymens tersm, Vayne's not technically on the clock so he doesn't get the persk of his job.

 

He cited it because c-sec has already gotten on his nerves and the chance to get a dig at them was too great for him to pass up.
