Have you talked with him at Skyhold? If so, eventually he will ask you to have a drink with him(unless it is different for romance arc). After that scene, he won't be at Skyhold anymore and there should be a note and/or a messenger near the barn for you to talk to. That starts it. The next time you go to Val Royeaux you should see a crowd of people near the gallows. Head towards that and it should trigger.

It's unclear to me as whether or not this quest is bugged. It definitely isn't for romancers, but it seems like buddies of his are having issues triggering it on occasion, but that could be because you've gotten several Greatly Disapproves from him and the approval threshold is high. (remember that Greatly(Dis) Approves/(Dis)Approves/Slightly (Dis)Approves are 20/5/1 so its actually kind of hard to make up for big losses. I've only tried to trigger it once with a nonromancing character tho so far, and got it pretty easily (even though they did not see eye to eye) so I don't have much information about how it works.

The thing is I don't recall him disapproving of anything except one response I gave him on the battlement wall shortly after we got to Skyhold but it's always possible I missed something with him in that regard. I know I saw no "greatly disapproves" from him but it's possible I had too many minor infractions. I was also doing the Sera romance and you get approval from her if you take a hardline in trials and maybe I got the disapproval there given what we later learn about him. Maybe he thought I'd judge him harshly?

Well I got all of that in my first game. It's just that I did all the dialogue with him I could until I was literally left with "thoughts on our progress?" Or "we'll talk later." All of that at Skyhold.
No, that sounds like a game issue, not a you issue, imo... If you did all the Warden shinies, that's like...what, 8 greatly approves? Dude should be the best man at your wedding by now, not like, hiding in a barn afraid to turn himself in.
I don't think the companion quest approval/trigger thing is as subtle as "judging prisoners harshly makes him afraid to talk to you", tbh, so I'd be very surprised to hear thats a factor. I mean, it'd be cool? But I do doubt it. One of my Trevs is killing/imprisoning every person he gets while being BFF with Blackwall so I'll see how that goes when it gets to that part of the game.
edit: you're not the only person I've seen say this, which is why I suspect it's a game thing.
Did you leave him parked at Haven/Skyhold and not use him? I did that to Solas and Varric. Chatted with them whenever I could and didn't do anything to antagonize them. Solas never took me to Haven in a dream, never asked for help on a personal quest. Varric never gave me that card game even though I hit every single red lyrium node. I have no idea if that was bugged or if I need to bring them out more, etc. (A friend told me to have Solas in the party when turning in quests that helps the simple folks. Every time I see one of those glowing green orbs, I make sure to bring Solas out so I can get the approval in person and then swap him back out.) This is tedious stuff.

I'll give you that. I think the whole scene should have been conducted in private. It just didn't feel like it makes sense to be a judgement scene.
I think the animators dropped the ball a bit, because while I adored the dialogue, I felt the setting was very off.
I agree. I'm sure that this has been discussed to death here, but I didn't like how he brought up their relationship in front of the entire court either. I also *loved* his dialogue in that scene I uploaded ("You said you had no love for me...")- it just felt like he was putting her on the spot when deciding to bring it up in such a public way.
It may be a personality thing, too- I am personally uncomfortable with public proposals (I'd freak out if anyone ever pulled that on me!), and this is not that different.

I think it's a bug then. Shame because I made an effort to take him out more and really spent quite a bit of time crafting armor and weapons for him.

I have never gotten the Solas dream!! I did get the Varric card game but not this last game and I did all his quests including Bianca etc. I did take them all out on missions. The only char I flat out never used was Cole.

Yes on the Templars on the Storm Coast but no on the lyrium however in my first game I got the card game without ever, ever, getting the red lyrium quest!
@ Loyal Nub, first time I had to 'repair' the game through Origins to get Wicked Grace to activate (as well as to trigger a dozen other conversations in Skyhold, the Cass trash reading choices etc...)
Approval/disapproval is tied to certain events. I can’t get Viv’s personal quest to trigger this playthrough because my approval is so low with her. Also, I think the constant dialogue line from Blackwall about how I’m chasing the lady seeker seems tied to the fact my approval with Cassandra is kind of through the roof.
In another strange thing – everytime I speak with Cullen the flirt option is still available to me even though I’m in romance with Dorian.

It's weird. I've had playthroughs where I didn't get the card game until after the Mythal Temple and others where I've gotten it before doing the storm coast, which is why I thought it was tied to his war table missions.

Bugsie, flirt options that are just there for "flavor', in that they don't actively work towards a romance, often display even if you're romancing someone. It's sort of random which ones stay and which ones don't (Hardings disappear, for example), but yeah. Since you can't romance Cullen, those options are just there for RP/fun reasons.

I was terrified to click them in case I messed up my romances!
So, I finished my Blackwall fan video 
. I may go back and edit/change things later (which I almost always do with my videos), but this is the "final" product for now. I hope you guys enjoy it! I'll probably be making more videos in the future. (I recommend changing the quality to 720p or 1080p)
