I'm a big fan of the Personal Annoyance Remover mod that removes many of the annoying and distracting spell effect visuals. Unfortunately, it does not extend to the neon light glow from Shale's combat stances and crystal set bonuses.
Is anyone aware of a mod that would remove these personal annoyances as well?
The only mod I know of that does anything with Shale's VFX is LemmingoftheGDA's Refined Restriction and VFX Removal DAO and DAA, which includes a component that removes the crystal weapon effects. I have not used his current omnibus version of the mod, however, being more than content with an earlier (and now unavailable version) that did not include the gameplay changes, so I'm uncertain whether the mod @ DANexus does all and exactly what you ask.

A quick look at that mod would suggest that all you need would be vfx_base_prc_cp2_shale_rvfx.gda. Extract the archive into the Override folder and delete the other GDAs. See if that does the trick.
