There is not one spell that does that nor are they really available to do so.
I think there are possibly a few more spells than those we've seen in the games and books so far. Keep an open mind.

We are already going to get an Asunder character, and I would really prefer not to see any more book characters.

And I agree...context is good, but the 'average' fan isn't buying the novels and they want to keep things accessible, plus, I want to not know backstory on everyone going in, even if I follow the lore. Maybe thats trying to have my cake and eat it to, but we already have 'meta knowledge' on Varric and Cass, possibly Cullen. I definitely want the majority of companions to be completely fresh faces if it is at all possible.

The only magic not know is which hedgemages. Regular mages don't have that ability unless it's blood magic. This is lore.

Wynne (who is definitely not a blood mage) has a banter with Dog where she teases that she could grow his tail back, change his fur color or give him antlers. I don't know if this is really possible, but I don't see why not. Magic is limited in the game, but not much suggests it has to be limited outside of it.

The reason why mages just can do it is because of how magic is treated in DA. It's always based on cause and effect. It does not just happen just because. None of the magic schools of the circle can make that from of cause to make that effect. I'm not saying it's impossible to do it, it just the circle does not have the means to do so.

The first chapter points out that around the same time around Asunder being that the first chapter covers why the divide spoke out in the ball in asunder the way she did. And the fact that the book is covering the elven uprising show how much it's and asuder's story will cross paths. It may not be detailed down down to the day but it clear, from chapter 1, it's starting a bit earlier than Asunder and happening at the same time.
I really, really, really hope Empress Celene is a companion. Please, Maker.

Which why I added " or more could of had a king in our party." Really, in rpgs there's the possibility for anyone to be a party member. Statues means nothing.

Hang on. Magic can't do that, at all. Now, she could grow his tail back with some advanced healing probably, but forcible shapeshifting or color changing? Not likely. And even if she could, it'd probably be an illusion, not true change.

Point me to a lore source that says simple glamor spells are out of the reach of the circle. One codex entry (the one on training apprentices how to use weapons... Don't know how to link on mobile) suggests that apprentices are taught little Sorrells for parades and the like.
Changing hair color is likely much easier than throwing a fire ball.
1. Point to one mage in da that uses a glamor spell.

Magic in da is done through cause and effect it does not "just happen".
I never said it was impossible to change looks with magic. I just said you have to use blood magic or use an unknown form of hedgemagic to do so.
