I'm pretty sure that his arms were fused in their joints after a bad magic experiment, and that they're actually just stuck in that position now.

 

The dialogues are hilarious though!

Edit: I totally wrote this before seeing TheLittleBird's post but I'm going to wildly overinterpret Allan's comment and take it as confirmation of at least six different theories.

He doesnt' wear an heavy armor, or a leather armor (so no warrior or rouge)... in one of the concept art we can see a staff/trident... to me is an Orlesian mage or perhaphs a new class?

I'd argue the unnamed mage must be Mr Flaily.

I think all this really confirms is that he would make an.... interesting romance option   I like a challenge!

I think all this really confirms is that he would make a really interesting romance option

Or it could mean that they don't want to reveal who she argues with. Which would also confirm that there's more than one other mage in the party. Which could mean DHMG is confirmed.

I like to think he's the guy unfortunate enough to be running your finances. His anger is with how expensive your every decision is "You want to build your keep WHERE?! You know there's no profitable resources in that area for miles, right?!"

 

The war room picture becomes pretty hilarious if you imagine that the Inquisitor just announced his plan to build a keep in the middle of the Waking Sea.
