I like this character. Mustachioed fellows are easy to get along with and the shape of this one's lip warmer implies wit and a sense of humor. He also looks vaguely like Littlefinger from Game Of Thrones.

Maybe he has dark Tevinter secrets that need solving. But I wonder why he would be in Orlais if he really is from Tevinter. Spy for the Imperium? Get secrets from the Court? Figure out how they train mages in Orlais?
I do think that DHMG is a mage himself, the staff/spear just screams "I will not only fry you with my fire, but also stick something in you to make sure you are all crispy".

His original bio (which could be outdated now, or scrapped entirely) said he was an outcast from Tevinter, and on a crusade to rid his homeland of its corruption - so I don't think he'd be very welcome if he went back. It's what made me think he was planned from the start even though Bioware seemingly never planned to go to Tevinter in Inquisition - by definition, an outcast isn't found in their home country.
- Dorian Pavus is a magister. The title conjures fear of arcane masters who once enslaved nations. Dorian may wield the power of the magisters, but he delights in not being what you’d expect of them. Brazen and clever, this outcast is on a crusade to rid his homeland of its corruption.
(Basically it's a convenient way for a Tevinter character to turn up outside the Imperium's borders and not be an evil magister like all the others we've met.)
As for what he's doing in Orlais, I have a theory it has to do with the Venatori cultists who we saw occupying the Keep in the PAX demo (I think it was in the Western Approach). The name of that group is undoubtedly Tevinter - it's Latin for 'hunters' - and they seem like exactly the sort of 'corruption' that Dorian might want to take down.
If his goals of undermining evil Tevinter cults or splinter factions happen to coincide with the Inquisitor's, I think it would make sense for him to ally himself with the Inquisition.

Edit: though after playing some videos of Cary Elwes talking and looking at our potential companions, I could also see that voice coming out of Solas. Either way, mmm...

He's never been a superstar but surely has a bit of a niche in the medieval/fantasy genre with "Men In Tights" and "The Princess Bride." I hope Bioware asks him to voice a character some day.
Looking at his recent resume on IMDB... he'd say yes.
