With regard to how children are trained, so far as we know they are taken into the Circles for training but it is probably what I term an "open" Circle in that you still keep contact with your parents. It may also be that this is more for the children of non mage parents, who naturally wouldn't be able to train their children themselves. Then it would seem that a group of apprentices are put under the care of a senior mage. When Rhys was in Tevinter he was set upon by a group of apprentices to a Magister, who were also nobility. Rhys used magic in retaliation and even though he was also badly injured in the ensuing battle, the Magister made official complaint to the Consulate and Rhys had to be sent back home. Feynriel also writes about witnessing magical battles between opposing parties in the streets. So it is probably a normal occurrence, even if there are guards who are meant to police and prevent it. May be the Magisters secretly encourage it as a way of spotting the more ambitious and able ones - since they both avoid arrest and return unhurt.
So it could be entirely possible that Alexius trained his own son as one of his apprentices and Dorian was another.

Yep, the Imperial Circle sounds quite open from the sound of it. Agreeing with a lot of your speculation. Magic is quite differently handled there from what we've seen in the games so far.
from World of Thedas: Imperial Circles, in contrast to the Circle of Magi, are places of honor where the art of magic is celebrated and freely passed down to young mages. Attendance at a Circle in Tevinter is not mandatory. It is a privilege.
