Well, to me, it looks like IB is standing a bit further back than Dorian. The table is a big table and they're standing around it. Blackwall is closer to the camera than IB is.

 

Plus, Solas is standing next to two humans and Sera two more. She's as tall as Leliana and Solas a little more than Cassandra. I doubt there would be that many height inconsistencies.

I don't think so. I don't see any reason why Dorian would be race-gated because like everyone else said, he's already limited to one sex, and to narrow that even further, well...? And I don't see any story-based reason for him to be barred from any race from what information we've been given so far.

I hope you are correct, but given that Iron Bull had the most logical reason to be race gated...  I just don't think we can safely say who is or isn't at this point.
