People have speculated this, yes.
Specifically, we have concept art from World of Thedas that suggest Tevinter battlemasters use swords in battle - but I suspect that Dramatic Hands Guy would need a staff too.

The straps hanging off his shoulders looks just like the straps hanging off Mustache Man's skirt in the survey art.

I hope he is gonna be either an npc or companion. His moustache reminds me of Doc from TOR. Hopefully he is gonna be just as charming as him ![]()

One thing to keep in mind if Dramatic Hands Guy is Dorian is that the artists might want to get across that he's from Tevinter while putting enough differences in there to emphasise that he's not a typical magister.
(e.g. neither of his outfits look quite as scary or 'dark' as that battlemage, but you could argue they have some similar elements)

Have you considered that the spear could be a magical staff that just looks like a spear?
It might be the artists' way of making a mage that looks "powerful" or militaristic - by giving them a staff that looks like a weapon.

Also, as far as I'm aware there's been no hint of confirmation that they'll be giving us spears or polearms. Making this guy a warrior would essentially give him a class of weapons all to himself, and they don't seem to be going that route in this game.
Ok, he only had a Tevinter Laetan Mage which looks totally different. The blacked out silhouette of the Tevinter Battlemage, however, has a long, skinny staff in his hands, a sword in scabbard on his hip, a... sheathed dagger hanging on other side, the long divided coat, and what appears to be short hair and a little goatee sticking off his chin.

I really can't see him as a warrior with what he is wearing. I'm not saying it isn't a possibility, but I'd rather see 3 warriors, 3 mages and 3 rogues.

Hilariously enough, I've also conflated Dorian with Doc, because of the mustache and because of the way he's described in the survey ("brazen and clever"). I know a lot of people dislike Doc, and for good reason, but I think a DA version of him could be...well, entertaining, for starters.
I'm so confused by the ongoing discussion about Dorian/mustache guy. We have a survey character description of a Tevinter mage that can only really go with the mustache concept, right? Then he shows up again in the piece with other companions/agents, wearing not heavy armor that is very similar to the survey art, and there's still a theoretically empty mage slot left on Team Inquisitor...so why is there so much pushback against Dramatic Hands Mustache Guy being Tevinter Mage Dorian Pavus or a version thereof?

I think there's a bit of pushback because at one point David said the survey companions weren't necessarily reflective of the final game, and fans have definitely been wrong about companion assumptions before. Also, because people seem to get hung up about the idea of three mages.
(For example, for ages I thought Solas was Dorian or some version thereof, and managed to convince myself because of all the "evidence" for it, when there was in fact nothing of the sort. Now, all the "evidence" seems to point to Dramatic Hands being Dorian - but are we interpreting it that way out of wishful thinking? At one point I was convinced Dramatic Hands was a *chevalier* because I thought it made sense, now I'm almost certain he's a battlemage. I don't even trust myself to be accurate with my predictions anymore.

There might be more pushback against Dorian because his being in the game would mean one less spot for [random person's favourite character] - be that Cullen, Adrian, etc. We're rapidly running out of free companion spots, and Dorian and Cole would mean no Cullen in the party.

Maybe he is just a NPC. Could be a very important one like commander of the military arm of the inquisition who reports to our Inquisitor. A role a lot of people here BSN are speculating Cullen will be fulfilling.
What makes me think this guy is the companion and Cullen is the NPC is that this guy was paired with Sera in the survey and Cullen was paired with the Scribe. That's not enough to be certain, for sure, though.
The "he has a spear he is a warrior" argument failed before it started.
This was a staff in DA2 and it was bigger than Qunari spears:

I doubt it. The survey wasn't meant to be released to the public; why would it have trick questions? Genuine marketing surveys don't have red herrings if they want sincere feedback. It probably wasn't even written by actual game developers - the Marketing people more likely put it together.
(Not to mention that practically everything in that survey has turned out to be accurate.)

Hrm. I can see some resemblance between their gear and Mustache Guy's, but not enough to be anywhere near conclusive.
They also look somewhat darker than Mustache Guy. Could be a point against it.
