Regardless of the French-ness or lack there of, nothing about that sounded Orlesian to me, or at least not any Orlesian we've met so far.
Living in a francophone country where most people speak English with a French accent, he sounded much more relatable than Gyslain and such.
I sincerely hope they use voice actors with Jon Curry's range for Orlesians in DAI. I am usually rather neutral towards these things, but some of the DA2 Orlesians were very obviously North Americans imitating a "comical' French accent with excessive use of the gutteral R and vowel elongation coupled with the dreadful "hon hooon" cartoon Napoleon style of talking as if it were some kind of joke.
In any case, I associate the overly expressive mannerisms and arrogant haughty behavior coupled with a distinct French-ish accent with the term "Orlesian" (the nobles particularly)
(Also I could be quite wrong as the man could very well be an Antivan ambassador)
