I'm trying to compare Naveen Andrews' voice (go to 1:56)
to Dorian's voice (go to 12:12)
I've been pausing one and switching to play the other in order to compare when they both speak in the same tone. I also played both at the same time as they speak over one another.
Naveen is interviewing with his casual speaking voice (vs. an "acting" voice). I'm seeing similarities in the timbre and tone between the two. But my ears aren't that sharp so I could be full of it. Also when voice actors play a role in a video game, they don't tend to use their regular casual speaking voices (Freddie Prinze jr. being the best example of such).
But Naveen Andrews is British and east Indian. He's also a big name. I dunno. Anyone else try this?

To add: sadly the only currently well-known british east indian actor I know of is Naveen Andrews, so that's why I wanted to compare the two. Maybe I live under a rock. :/

I don't think they sound very similar.
Also, it's not necessary for the voice actor to be somebody hugely famous - Sera's is a local English actor who just happens to have the perfect accent that the team wanted.
They use talent and voice acting agencies in Britain, the US, Canada and elsewhere to search for suitable talent, and there's a huge pool of local actors or voice artists who do work for stuff like this. (Look at the resumes of all of the Inquisitors - some of them might be famous in the gaming world as voice actors, but they're not so well known outside of it.)
In some respects it's probably better for the team to use someone more obscure who still has a good accent - they're a lot cheaper than hiring someone like Martin Sheen or Carrie-Anne Moss.

I hope it's a talented but largely unknown VA. A celebrity VA can be a double-edged sword because sometimes fans can conflate the character they're voicing and a better known role or assume you're a fan of the actor, not the character.

Dorian has a fairly neutral RP-ish accent, both of those voice actors have quite noticeable English accents.
So... I still think it's someone else.

WHOA. His voice is dead on, to be honest. My Naveen Andrews guess is poo compared to this guess. I might be inclined to say this guy, Ramon.
