toolset wont work (surprise)

First of, I realise there are so many posts about the same problem I have, but I did try to do soem research, but nothing seems to work.
My problem is the well known "Unable to connect to database" error.
I've seen the wiki information about this and tried to do these steps, but none worked.
I tried to follow the guide to do a manual installation, but that didn't fix the problem either.

I think it might be related to a problem I have when I try to install the toolset, just before it finishes (at 100%) it gives me an error saying it can't install uninstallation.exe (or something similar to this).
I again tried to google this problem, but the information is very vague to me.
The best I found is that it has to do with SQL, but it says this problem was fixed with version 1.01.

I run windows XP home, SP3
I got the game through steam, if that makes a difference.

I really hope someone is able to help me with the problem, been bugging me for weeks now :(

I'm having the same problem as bowlowl here.

I got the same error just before the installation finished, that it couldn't install the un-installation file, and it gave me the options to Abort, Retry, or Ignore the problem. I tried the Retry option several times, but got the same error each time. I eventually choose Ignore, hoping it would complete the installation anyway since I was almost done.

It did finish, but now I get this "unable to connect to the database" error when I try to start it. The error message suggested I try running the toolset configuration program, so I did but it hasn't helped.

Edit: I diagnosed and fixed my problem with the aid of the wiki article about the "unable to connect to the database" error message.  Yay for flowcharts.

when you get the error 'can't make ' some directory, don't ignore it. Look in the log, just beneath the error, and manually create the directories. If you have an nvidia graphics card, turn off first packet, found under the nvidia control panel and networking.

I do have an nvidia card, but I can't find this networking under control panel. I don't see any option to turn off first packet in this panel. Is it a special program I need?

I've also tried every step in the wiki but still couldn't find the problem, I might have just overlooked somethign since I'm not that good with computers, most of the information is just a bit vague to me

did you check under the Nvidia Display control panel? (right click on your desktop) It might only be on systems capable of SLI. Turning off First Packet help me. if your running vista, try turning off UAC.(user account control, that's found in the normal control panel).

yeh that's where i checked, but I didn't find any option like that.
I have an Nvidia GeForce 9800 GTX+ if that makes any difference and I run windows XP home.
