Are you a femshep? I've noticed Kelly's post SM reward sometimes bugs out with femsheps even if you've done everything right.

In Aftherlife is an Asaridancer dancing on a table. You can sit in front of her and watch her dance. You can also tip her. She wears the catsuit that Kelly also wears when she dances for you. It is possible that Kelly will not dance for you if you don' t watch the Asaridance . But i am just speculating here. Otherwise you will have to satisfy yourself with the Fornax magazine

Try docking at a port like Illium, Citadel or omega, then return to the ship. 

 

Are you sure your dialogues with the rest of the crew did not trigger a romance?

I think Jukaga's idea is probably what happened: bugged femshep behavior. I will try docking at Illium to see if anything happens, but I doubt it. Besides, this Shepard has already got the hots for Samantha!

Kelly's not really an "e-mail" kind of girl.

Btw, you can totally see all the romance content of both Kelly and Samantha in ME3, just gotta time it right to start Sam's romance.
