Overload's code is really strange at times, but from the looks of it you don't need Neural Shock to get a prime on organics.
All it does is cause ragdoll for organics if they can be and deal extra damage to organics(which I'm pretty sure it was never meant to remove the 0.5x organic damage modifier, not even against armour/health).
Is that so? Because I find that when I build Overload-Snipe type builds, the ragdoll is incredibly annoying and I only want the simple stun.
If that's the case, it will certainly cause me to rethink the way I spec several of my kits with Overload. Generally, Overload is used for three things: Shield/Barrier damage, crowd stunning, and tech burst priming. Damage to health and armor are the least of concern with this power.
As for my Stun-Snipe kits, recharge time probably is better, considering Sniper Rifles are relatively heavy in general, and knocking the enemies down is really obnoxious.
