Thought so. I've actually "flown" out to that tower before in the distance. It has reflective glass all over it... seemed weird to put so much detail into something no one will ever see up close under normal circumstances.

It's hard to determine. CItadel is pretty big and most places look the same or have the same lighting. I would say somewhere in C-Sec HQ?
