That's where his true colors came out. He was stringing you along the entire time. He wanted the collector base, but that meant stopping the collectors first.

Shep: "Maybe you should calm down."

Shep: "I should go."

 

TIM: *sips bourbon* "You do that. Go mill about in your condo in Illium, and blindly accept humanity's meager lot in the universe. What a fool I was to put faith in what turned out to be the symbol of our species' mediocrity. I told Kai Leng he reminded me of you, well I was wrong; he was better."

 

Shep: *turns around* "Grunt?"

TIM: *sips bourbon* "What?" *turns*

Well if Shepard has synthesised the galaxy then TIM would think it wonderful because apparently everyone does (except for the poor scientist that Jacob is comforting).    TIM was in favour of synthesis provided only humans benefited but I doubt he'd have approved when everyone was zapped on mass and he'd be tuned in to all those pesky aliens.

 

Naturally he'd congratulate Shepard if they took Control and then suggest ways in which the Reapers could be used to advance the human race.

 

As for Destroy, well he'd give a wry smile and then order Cerberus to salvage as much Reaper junk as they could.  After all we'd thought we'd totally destroyed the Collector base but as it happened........

Yep, and the following lines

 

"Human dominance, or Cerberus?"

 

(Paraphrase) "What's good for Cerberus is good for humanity."

 

The dude may indeed have humanity's best interests in mind but I got the feeling he was going to make sure to only advance humanity in ways that benefitted Cerberus.

I always found it disconcerting that as a "pro-human" group Cerberus, up until ME3, has almost exclusively killed nothing but humans.
