I don't have the geth plasma shotgun. What is the best shotgun for Jack, Jacob and Tali? Or should they be using heavy pistols instead? I like having all my squadmates contribute some weapon damage, and it seems like the shotgun + pistol combo is the weakest in the game.

All squadmates in ME2 deal about 50% less weapon damage than Shepard.
GPS is the best shotgun, but you say you do not have it. The next best would be the Eviscerator since it is a little more accurate than the other shotguns. After that, maybe the Scimitar since it has a higher rate of fire.

At that point though I think I would just switch them to the heavy pistol.

Eviscerator, unless you have Geth Plasma Shotgun (it's in DLC pack, probably 160 bioware points).

IIRC, the Eviscerator was optimal before the GPS came along. Basically the key is to give squaddies the SG that can shoot the farthest so the AI doesn't waste shots from afar, since their aim is perfect otherwise.

Yeah OP, I don't have GPS either, so typically I would give everyone the Eviscerator, except for Grunt who got his Claymore (despite the Eviscerator being arguably better on him in some instances).
Many times I would just switch Jack, Jacob and Tali to pistol, although if you are ordering them into position you don't have to worry about suicidal AI as much anyway.
