He could technically be a Vasthoth, born outside the qun rather than abandoning it. But I thought it had been mentioned that he was tal-vashoth.

I want to say that's he's Tal-Vashoth and actively left the Qun, but I'm not claiming that as fact. It's based on something I think I read in the Twitter thread yesterday.
You can be a merc and have never been qunari. If, and this goes for the inkossithor, too, he was born outside the qun, mercenary seems like a viable career option.

I always thought the difference between tal-vashoth and vashoth wasn't leaving the qun vs being born outside the qun, but rather actively fighting against the qun vs simply leaving and living peacefully.
Anyway, unrelated random thought; I'm curious as to the significance of the fact that unlike Sera, Solas, Bearded Warden, and Mr. Mustache, all the art and ingame images of Iron Bull place him standing alone, as opposed to along side the rest of the group.
Well, I'd still guess that he's Tal-Vashoth if only because I can't imagine that his leaving the Qun was a bloodless event.

Wasn't that da2 kossith that hung in the bar considered a tal-vashoth, and same with all the mercenaries that ran around? I don't think they were really fighting the qun, but still considered tal-vashoth.

He doesn't look like he's on roids. He looks, if anything, like someone who got their muscle through physical labor rather than specific exercise. He looks like someone with a lot more functional strength than someone who's gone for extreme definition and show muscle.
Now, I'm not saying he's attractive(being a straight male, myself). I'm just saying his musculature looks much more natural than the hyperdefined fair we've seen a lot of recently.

So far our choices are a recycled dwarf, back fat qunari, and bald alien elf. Bioware is quite cruel? The straight boys/gay girls get Cass and Vivi who are stunning. I'd love a stunning man, Bioware. Attraction is subjective, and not always related to appearance.

He wasn't in DA2, as far as I know. Not unless he was some unnamed Qunari NPC that happened to be in Kirkwall. This looks like an entirely new character the players haven't met yet.
Secondly, How do you know exactly what he's like? Are you one of those time-traveling wizards I've seen lately, that come from the Future and claim to know all about Dragon Age: Inquisition? If so, you guys need to close your portals to the Past. Those of us in the Present don't want to hear about it.
