Individual qunari aren't that bad. Bull's right - people are just people. Even the most cruel practices are done with the belief that it's for the best. Does that make it right? Not necessarily, but motivation counts for something, in my opinion. It's not deliberate cruelty. Example, the Saarebas. Despicable practice, but sewing someone's mouth shut for sh*ts and giggles is a bit different than doing it with the belief that you are saving them from themselves. Either example is wrong, but one is done with the best intentions at heart. Look at some religions today. People could - and have - argued that circumcision is mutilation. Yet those parents that practice it have their child's best interests in mind. They are not doing it because they want to be cruel to little babies. Probably not the best example, but the only one I could think of off the top of my head. (Note, I am not comparing the life of a Saarebas to a circumcised child)
Let me reiterate that I am not defending such practices. The Qun is a mix of good and bad, and the bad really seems to outweigh anything good that comes from it. BUT, on the upside, you have people being taken care of that would otherwise be considered the dregs of society and forgotten. Those same people are equal under the Qun, and have opportunities (as well as having their basic needs met) that they would not anywhere else.
The Qun is fascinating. I wouldn't want to live under it myself, but for someone that grew up knowing nothing else, or for someone like Gatt who got a better life out of it, I can see why they would defend it. I also believe a good deal of it began with fear. The qunari seem to be trying to create their own version of utopia, and you can't have that without someone getting stepped on.
