They also mentioned that the Inquisitor shows up for keep defenses and stuff like that because of morale. Kind of like in the olden days the king was at the front of the army (think Lord of the Rings) rather than in back just writing down orders.
The inquisitor's army is a burden. He only require 9 dangerous cliches with attitudes

I'm not clear what's being requested here. Do you just want to push a button and have your soliders capture a keep? What fun would that be?
territory and keep sieges/defenses should be the militia's job, the inquisitor's job is to delve into darkness looking for what he is searching for without garbage in the way. That's why he has a team of elites around him, to move as fast and effective as possible. Crafting, Alchemy, and Enchanting, he should have people who do this crap for him given his position and the situation.

So you basically want this to be a RPG-Strategy hybrid game then?

He does have people who do this, this is basic information that can be easily learned. I dont get how you can go on this rant if you havent looked into what you're complaining about

define completely useless?
If they can't do anything except get in your way, are more of a hindrance than a help, and their deaths negatively affect you so you avoid using aoe, traps, and go out of your way to babysit them. The Redcliffe battle pops to mind. I always wished I could convince all the villagers to stay in the chantry and out of my way.
