My warden saved Kal'Hirol, and literary cleared the Aeducan Thaig all the way to Bownammar of all hostiles, even the local Brood Mother.

I think what these two....brilliant...comments were trying to point out was that Bhelen attempted to reclaim some lost thaigs. In the end, yes, the dwarves, under Bhelen's rule, successfully extended the reach of Orzammar following the lull in darkspawn caused by the Fifth Blight. However, it's only a thaig or two. They don't have the man dwarfpower to reclaim, repopulate, and guard every thaig from Orzammar to the Dead Trenches, and they certainly don't have enough dwarfpower to guard every side tunnel and cave that the darkspawn and shifting world are constantly creating.

It would take an alliance of nations from the surface to help the dwarves hold back the darkspawn long enough to resettle and repopulate thaigs before they had enough dwarvepower to hold those thaigs on their own and begin pushing outward, err, downward into the deep roads.

 

Thing is, most surface nations simply cannot be bothered. Usually they are too busy dealing with blighted soil, refugees in the aftermath of a blight, and after those events are settled, they simply stop caring about darkspawn entirely, often dismissing them as simply a dwarven problem (as my mage warden and cousland warden can tell duncan in their respective origins) or, in the case of most surfacers, simply prefer to believe that the darkspawn are extinct and are no longer a threat.
