Going by the recent livestreams, unless they were somehow cheating (and why would they?) you can get her by level five and maybe lower, so pretty early.

It's only Dorian and Blackwall I'm not interested in romancing this time around. Cassandra will be difficult since I have to play as a guy, but she's worth it like L'Oréal.

Black Wall and Solas dont interest me but I might find them interesting during game play to try. I will try Dorian but most m/m ones tend to get shorthanded from me..never finish. I prefer playing female over male. Got tired of so many male protags honestly.

So probably one of the first. I think Cassandra, Varric and Solas are the first ones you pick up and then it's down to whatever order you want but Sera is probably higher on the list in which you are likely to pick them up.

It wouldn't surprise me if the scenes that we saw in the followers trailer are taken from Sera's recruitment mission. If that's the case, my Inquisitor will pretty much fall in love with her at first sight! How could she not??
