I don't think the level cap is that higher though, 25-30, at best.
Or at least that what's I thought it'll be.

I'd be surprised if there wasn't some secret boss like Gaxkang or desire demon with the X name (Probably Imshael) somewhere that was at or even above the level cap.

Considering that's her default state with no armour equipped, I'm saying yes.

 

I haven't read anything other than the post linked, but I wonder if the neogaf guy has truly explored everywhere. Mike Laidlaw has said on several occasions that there's content on every map that you won't be directed to and just have to stumble across yourself.
