Well, race restrictions are in, so it's possible Sera is one of the race-restricted romances.
This seems like a fairly experimental take on romances. I'm curious to see how it goes.

If she's restricted, I can see her not being interested in humans if anything.

Until we see that chart my assumption will remain that "race restrictions" just means no Dwarf/Qunari romances.

Gaider said that there's a chart with all the romances and that It's possible that they'll release it.

Kind of doubtful. One of the reason to add some race-restricted romances is to limite the work on animations, and for Varric and IB you eliminated the option that will probably require the least effort.I'm willing to bet that each companion won't be available for own race. So, for example:

Badly late to the party on Sera's orientation... and 'tis cool beans indeed, as I wanted to romance her anyway. I didn't expect this system of orientations to be used, but I'm perfectly happy to run with it. I definitely look forward to getting to know her better.
Being late isn't necessarily a bad thing, you missed the rage & anger directed at Sera too from some outraged people just cos they couldn't bang her as a male

Sera could feel or might have felt that way.
I imagine she worked with lots of humans in the FoRJ so if she had negative feelings about them from when she was younger (and probably living in an Alienage) they could have changed. Or, got worse...it's hard to say

I think our Fem!Quisitors will be OK I can't imagine BW would implement a S/S only character and then race gate them that strictly they're not that cruel

It's when someone head-swaps her for David Gaider, and changes the mug to 'fan tears' closer to release. We could have a whole series, with the m/m character drinking 'lady tears' and Varric drinking 'Qunari tears'... oh the possibilities. Eventually there could be enough for a tea party
