It's a Dalish greeting. From the wiki: 

 

Andaran atish’an (ahn-DAHR-ahn ah-TEESH-ahn): Enter this place in peace. A formal elven greeting. Literally: "I dwell in this place, a place of peace."

The Dalish also have a less formal greeting, something I SHOULD have used in place of Andaran atish'an.

Aneth'ara - quite a bit like "Hi!" instead of the more formal "Good day." the former would stand for.

That one phrase, though. Almost every Dalish elf will say it to you in greeting if they are friendly to you. Hell, even Josie knows it. She says it's the extent of her knowledge of Elvish. You wouldn't want to know less Elvish than Josie, would you?
