I don't think rifts level with you. I am lvl 19 and I am still finding lvl 15 ones and when I was lvl 16 I got badly wiped by a lvl 20 one near the Emerald Knights Tomb in Emerald Graves. I am going to hit that one again later.
Enemies will follow you long distances I notice for a fight. Had a Giant follow me for an insane distance in the Emerald Graves. Followed me right to the door of the tomb and I had not wanted the fight must have disengaged three or four times. Sometimes it feels so good to kill stupid mother*******
