The armor looked like it might have back lacing, like a corset.  Corsets can make a lady that wasn't blessed with massive mammies look big.  Plus, as Maria said, it does keep the breasts high and out of the way.  It makes sense for an archer and the leather keeps her pretty well protected overall.

All the breasts will have antigravity, because it's the FUTURE!!!!

But yeah, there are some Lovecraftian anomalies occasionally, but in general Bioware does a good job!

I suspect it is some kind of 3d modeling skeleton issue. Like maybe if they don't put the boobs lower than natural they might have too many clipping issues during regular animations? But Miranda didn't have this issue... or Liara... so it really is a giant WTF with Sera and Samara.

No one's boobs hang that low unless they are fake. Sorry. Perky boobs do not start half way down the rib cage. Breast flesh TENDS to start at the arm pit. Since that is where your pectoral muscles are. Even A cups.
