Er... They were trying for opinionated and uneducated, and they succeeded. However, uneducated and dumb are not the same thing, and she shows plenty of flashes of insight and intelligence throughout the game if you pay attention. Annoying? Well, again she's supposed to be frustrating at times, as she's stubborn and unyielding in her views, but she also has and is the subject of some of the funniest lines in the game, especially in the banters. I found her to be a great character and I really enjoyed having her in the game.

 

As to Robyn Addison struggling with lines, I literally have no clue what you are talking about.
