It is confirmed that you can finish inquisition with only one companion. Loyalty to the inquisitor is relative and doesn't mean much. If Sera likes your decisions and actions, she'll be loyal. Otherwise, nope. If an inquisitor doesn't care about what she values, I'm sure she won't follow you. It's exactly the same for the other companions. I'm certain Vivienne will be loyal to me.
