I freed the mages and saved Celene on my first playthrough and let her keep the throne. Ended up with Leliana.

 

On my second playthrough I was pro-templar and forced the three of Gaspard, Celene and Briala to work together. Got Cassandra. 

 

Seems to me that what you do with the mages/templars is the deciding factor as to who is assigned as Divine.

 

The first two runs I kept Celene and Briala apart, don't think I'll ever do a run where I'll allow Gaspard near the throne, I really dislike him. I've tried all the different Temp/Mage paths except for an alliance with the Templars, doesn't appeal to me, I only went with an alliance with the mages in my 2nd run as I was a circle mage, story reasons. Won't do that again though, prefer that both bend the knee, both have alot to answer for, not worthy of a partnership IMO.

It does seem pretty random. I hate Gaspard's guts too but I'm content with having him work with Celene and Briala.

 

I'd never let him have the throne by himself, though.

One positive thing I will say about him is I share his hatred of The Game, that's it.

As for the Sera could have a wisp of Andruil within eh I can see the similarities and the sense of deja-vu she gets when speaking to Solas also her natural gift with a bow buuuuuuut like Flemeth said a binding/spirit isn't forced on the unwilling so it's a fun theory but I'm taking it with a grain of salt.

 

Who's to say that Sera was unwilling?

 

Isn't it plausible that Sera became scared of demons and the fade after becoming part-god? That she saw the dangers of magic and decided to back the hell away?
