It does so! It has to follow a certain set of logic and rules bound to the world that it's set in.
And it drives me crazy when there isn't a world up-held logical explanation for certain powers.
I read almost nothing but fantasy novels, and character stuff is what I notice most, but I do like magic to be internally consistent or at least not bother me for whatever reason. I'm okay with the rigidly formalized magic system of Mistborn, say, but I also enjoy the fairy tale ambiguity of some of Patricia McKillip's stories. But I like when it feels like it belongs in the setting and isn't suddenly much more powerful without explanation.

They don't have the resources to mass-produce tactical cloaks, but they can maximize the efficiency of the ones they have the resources for. I'm actually going along with that in Migrant Fleet Marine, too. Each cloak is top of the line, one of it's kind piece of equipment. They vanish into thin air, for crying out loud. Not even a sign of them, mobile or not. When cloaked, you're either bumping in them, or hearing them, but you won't SEE them half an inch in front of your face.)
