Empirical - well, anecdotal evidence suggests that the bolded part is simply not true. Although I suppose that would depend on one's definition of "relatively".
As someone with a 15 year work history in both program development and as a qa analyst, whos portfolio includes contract work for indy developers, aaa devlopers and tech companies, I can say it's the truth. The issue is that companies are at the mercy of stock holders and suits that only care about turning a profit. So programs and tech are rushing to market long before they are ready in order to maximize profits. If you honestly think that isn't the case, I can probably dig up some emails from my time at Comcast where I was contracted to help develop the software for the X1 cable box and qa it as well. Though comcast will probably try to come after me for it because it would further damage their less than sterling reputation and break the terms of the contract I signed with them.
