Kind of, though Sera's concepts are different from this.

They look similar because of the hair, because there's a clear visual separation at the underboob, and because of the random hangy belt things. There's also the general sense that the outfit is less something someone would wear and more a semi-random collection of visual elements the artist thinks are cool.

For example, they're both wearing armor - Sera in leather and Bethany a fine chainmail - but neither of them realize that there are vital areas both above and below the bustline.

I find it hard to believe that the same person who drew Sera and Bethany came up with Leliana's DA:I appearance.

It's also possible the artists used older characters as a 'base' for drawing the new ones, causing some similarities to arise on the go. I think IB looks remarkably close to the Arishok in terms of the overall character model.

Why does Sera's 'I wear whatever I like' look like Bethany's sensible farm girl? Because Sera doesn't exist, the artist does, and it's a collection of cool visual elements they like.

It's just an observation; the fact that Sera's outfit looks like "rags put together to look cool" is something that is part of her characterization.
