The question remains: I want to start a new playthrough of either Fallout 3 or Fallout New Vegas, but I can't decide which one... so hard to pick. I have been playing New Vegas a lot recently... but the casinos! Oh, which to pick? They're both awesome to play when drunk and playing an alcoholic character. XD
I still prefer Fallout 3. More iconic locations, more of open ended world to explore and I loved the fact that companions could die. With mod's you can pretty much take all the gameplay changes/mechanics of FO:NV into FO3 and end up with the best of both worlds.

Fallout 3 was good too. I like the atmosphere better. But NV has more stuff to do in it.

Serious answer (about the dress not the chips)
No one is crazy.
First, the camera that took that photo seriously screwed up. The automatic white balance went badly wrong and it massively overexposed the photo.
Second, human perception of colour relies strongly on what you subconsciously assume the ambient lighting to be. If you look at that photo and assume consistent yellowish lighting then it looks blue/black, but if you assume blueish lighting coming from the front-left, as well as the obvious yellow lighting in the background, you start to see the yellow/gold. xkcd nailed it, as ususal.
Third, white balance varies massively between monitors, depending on make, model and how your computer is set up. This means the people can be looking at the same picture on different monitors and the colour cast can be very different, causing you to get a different impression ofthe ambient lighting.
Take those three things together - a screwed up photo, easily confusable human perception and inconsistant monitors, and you get the shitstorm that happened. The actual colour of the dress (you're right, Dazzle, it;s blue and black.) is much less important to me than what it says about human perception.
