The problem is the Frostbite engine itself. It's full of system resource mismanagment issues and as is very GPU unfriendly like Nub said.
While EA and Bioware will not admit it, Bioware was pushed by EA to use it for DA:I. Simply because EA wants to push Frostbite as the go to engine for video game development.
Except that so far Frostbite has been used entirely in house. I suspect EA is doing it this way because they think it gives them an edge, for better or worse.
But, Epic has pretty much won this war because the Unreal 4 engine is now free to download and use. Future updates to the engine will be free as well. The only time you owe Epic a cent is: The 5% royalty starts after the first $3,000 of revenue per product per quarter. Pay no royalty for film projects, contracting and consulting projects such as architecture, simulation and visualization.
Which is pretty similar to the very successful model Unity has been using for years. It's probably where all the available engines will be eventually.
