I though Primarch mean..ya know..something like Top leader , President..King . Something ! Primarch mean Diplomat ??
Primarch is the turian head of state so they're not a diplomat. But ME3 is based around getting all the leaders together to talk - because it follows this rather childish notion that bureaucracy is everything wrong with the world.
I'm having trouble finding a literal definition of the word but I think it should mean something to the effect of 'first leader'.

Yeah, it's kind of disturbing if you think about it.
Or extremely infantile.. considering the answer to bureaucracy is not just a group of leaders.. but a chosen one (or in ME's case, the well bred/genetically superior one). That's Bioware though. And possibly most games.

It's bugging me as well. I checked IMDB and the wiki but apparently whoever it is is only listed under 'additional voices'. He reminds me of the hunger demon in DA2's Deep Roads, but it might just be the same demony style.
