Actually, the reason Quarian civilian ships are armed to the teeth is because even before the Geth, they were guarding themselves against the nearby Terminus systems and all those lovely mercs, pirates and slavers. As a result even a Quarian cargo spelled bad news for pirates; Quarians>Pirates

Tali's drunk scene was one of the bestest things to come out of ME3.
