Probably not while Corypheus still needs defeating, but afterwards if she isn't made Divine I could perhaps see Leliana chilling out a bit (especially if softened). In all seriousness I doubt that they'd actually enter into a relationship, but I reckon they could become friends and Sera might help Leliana to rediscover her fun side a bit.

For some ominous reason Leliana scares the crap out of everybody. I'm not actually sure why as they never really show us how tough she (and the one scene where she wants the traitor killed and her strangling the guard in the future don't do it for me).
I've thought about this now and I'm really not sure. I don't see this pairing, then again... Leliana might enjoy Sera's unorthodox openness. She seems rather stiff in DAI but the stories we're told show another side of her and I don't believe that she's completely changed. maybe Sera could get the old, more relaxed Leliana to surface again; the one not torn and eaten up by doubt and sadness.
Sera does believe in the Maker alright, so this is not an issue, both strife to improve the life of the people. But maybe this is were they also diverge too much. Sera basically believes in personal freedom and socialist ideas -- everybody should be self-determined and caring for those around him. However, if a hardened Leliana is questioned about becoming Divine, she will say something like "People are sheep, they need to be told what to do/what's right". Leliana does not trust in the people to make good decisions, so she wants to make them for them, stripping them from personal freedom and decision-making. (And while a softened Leliana does not express such ideas, I just cannot believe that she would change so radically. Being more forgiving does not imply having a completely different mindset after all.) I don't see Sera accepting this.
