Hardly. It fits her personal philosophy remarkably well, particularly that bit about no one being inherently worth more than anyone else. Though it might be more period fitting if we go back a few revolutions, because I think she might enjoy hanging Orlesian nobles on lampposts.
I can't imagine Sera as a communist. Communists at least believe that the state is capable of rightfully governing the proletariat (aka the little people) without exploiting them.
Sera on the other hand would think they'd inevitably become arseholes after being in power for awhile, becoming no better then the aristocracy or the Chantry. If anything I'd categorize Sera as an individualist anarchist who rejects all forms governance and political power dynamics.
In essence, she'd think everyones types of government totally sucked and were utterly stupid. Which is the proper attitude in my opinion. 
That's supposed to be an intermediary stage. The endpoint is to have no government at all. Sadly, this hasn't properly happened yet, but then, there haven't really been any Communist revolutions that worked as originally intended (the system is supposed to grow out of democracy; instead, it's been used constantly as a cause for overthrowing authoritarian regimes, which means that it always starts in places where authoritarianism is the system people are used to, and that doesn't end well).
I'll grant that she's more of an anarchist, though I think she might not turn down syndicalism, but they don't have snazzy uniforms.
