Ultimately, I don't think Sera has much version when it comes to building a better world. She's a vigilante that makes sure that those with power are held responsible for whatever abuses that they commit. Noble hits a servant, gets a bee bomb thrown at his face. Chevalier rapes a maid, he gets arrows. The individuals responsible are punished, but the system is allowed to exist. Compare that to a revolutionist who believes in creating a whole new system entirely, like say Solas.
I suppose this is because Sera's pretty cynical and thinks that creating a system will eventually lead to the same problems or make things worse, which is why she keeps things small. With Inquisition showing groups like the Templars, Free Mages, Wardens and Seekers all screwing up after trying to make things better on a grander scale, I think I understand that cynicism.
Anyways, I think Sera's better world is one where the nobility are competent rulers that live by noblesse oblige (Joesphine), powerful heroes like Grey Wardens and Seekers protect the little people and embody idealism and heroism (Blackwall and Cassandra), where mages aren't scary (Dorian), where the Chantry and Dalish accepts everyone for who they are, where Andraste, the Maker or even Mythal answers your prayers like their supposed too, and where normal people can just live their lives in peace without a magical disaster destroying everything they care about.
So, basically regular Thedas but nicer. Much nicer.
Could the Inquisition doing, well, better than that possibly change her opinion on worldbuilding? Since we don't have the same corruption issues, and all that?

Well, she does seems to be a surprisingly firm believer in the Inquisition and supports it whenever it puts other organizations in their place.
For instance, she's the only companion that approves when you blackmail all three candidates to the Orlesian throne. And she approves when you conscript either the mages or the templars. I suppose that likely comes from her comparing the Inquisition to the Red Jennies. Two groups that in her mind exist to punch bullies that bother the little people.
So, I guess she'd improve of the Inquisition taking over and changing things. She supports whatever Cassandra and Leliana do when they become Divine after all. Just don't start talking about ripping the Veil and Fade-y stuff and instead focus on getting the little people legal rights and representation in politics.
That all said, Solas pretty tells us that the Inquisition, at least its current state, is doomed to suffer the same corruption issues as everyone else. Remember all those Qunari and Elvhen spies?

Eh, I probably derped in that comment. My apologies.
Due to a glitch destroying my ability to progress in the Solas friendship in the elf playthrough I was doing, I'm now working on my Sera-romancing qunari, and trying to come up with things they'd do in non-adventuring downtime, preferably that don't involve always pranking other people.

Because they have dragon blood in them. And because their fit, strong and tall.
