Yes, but this is only an issue if you're reasoning under the assumption that we have all the details, when, evidently, we don't. There could be various factors behind why Seekers don't use lyrium, as I saw mentioned somewhere here earlier, perhaps a semi-magical ritual of some kind, not dissimilar to the Gray Wardens. It may be dangerous, or require extensive preparation, but enables the subject to perform Templar talents indefinitely.

And as you can imagine, if Templar talents are achievable without lyrium, there’s a good chance the Templars are unaware. Seekers are most probably bound to an NDA, of sorts, but there's no doubt a lot of rumours and conspiracies surrounding the matter. I mean, lyrium's function in this case is not to enable the talents, but is to control the Templars. Chances are, making the talents require lyrium upkeep was actually what took all the serious thinking.

 

Yeah but I think David Gaider said that now Templar talents do need lyrium. And since Alistair apparently demonstrated that was the case in the comics or something, after the first game, it seems like a pretty clear case of shifting the lore back and forth. Unless Cassandra not needing lyrium is another gameplay lore segregation like they had said it was in Origins.

Solas is only available to female Elves. Sera is available to females of any race.

Theory is that Solas is particularly keen on elven babies, though it may turn out he's just racist or something.

 

But to answer generally, each different possible player character model (race and gender) in a romance adds to the cost of doing animations to it. They can only do so many scenes, and they have to make choices about what gets those scenes.

The best theory (although, I'm biased since this is the theory I support) is that Solas' romance will have something to do with the events of The Masked Empire (which I cannot go into more detail on because spoilers tags aren't working for me).  I don't think Bioware would give us an LI whose thing is all about how he just wants the PC for baby making.  It's far more likely that he's restricted to elves for story reasons and also happens to be straight.  There was a big discussion on this about a month ago in the Solas thread.
