It does seems a little odd to me that an archer would be a tempest, covered in frost or flame just seems like a mêlée fighter to me. Me being confused about specializations is nothing new though.
I always thought they just cover their weapons in elemental stuff. I think we saw Sera shooting fire/exploding arrows in some trailer.
It makes more sense to cover your weapons/arrows instead of yourself, unless one plans to hug one's enemies to death!

The tree probably has offensive and defensive spells. There might be some type of 'frost/flame shield' but you probably wouldn't take it with an archer (unless they're going to be tanking for you xd). The offensive stuff will probably focus on boosting elemental damage.

This looks like some of the Tempest abilities on Sera's bar.
I still think she's supposed to be an exception to the whole 'leaders' thing and isn't the leader of the Red Jenny group (they might not have a leader at all).
I suspect it might actually be leader of liasons, but leader of leaders sounded better. It would be a bit contrived for the actual leader of each of these groups to take to the field as the Inquisitor's personal squad, I think.
My wild guess is that Friends of Red Jenny is just a name, and there is no actual Jenny.

The spec needs to be archer friendly in case an archer Inquisitor takes it anyway.

Well, we know Varric is an Artificer, and Cole couldn't be anything else than an Assassin, so it only leaves Tempest for Sera.
