I hope so, and it does seem fairly likely. Briala was an interesting character and it would make sense for her to cultivate a network of agents throughout Orlais. Sera isn't Dalish so it would make perfect sense for such a skilled individual to have come to Briala's notice. Unless of course she is Briala........

I know some people like it, and that's ok, people have different tastes, but I personally really dislike this hair on her. Specially know after seeing her look completely, i feel like bioware choose it just for the sake of having everyone with short hair. That being said, the rest of her look, i actually really like it, more than i thought i would. We'll see about her personality, but from i've seen so far she definitely has a good chance to make it to my "main party" cut

But he isn't going to be Lawful in the sense of cracking down on every minor cut purse and requiring absolute obedience to the law. His concern is going to be with restoring order to the realm and annihilating anyone who stands in the way of that. Thieves really don't have too much of a part to play in that, and would be beneath his notice. He'd rather leave that for local authorities to deal with while he deals with bigger priorities, like rebelling mages or Templars that have forgotten that they are supposed to protect both the realm and their mage charges. So Briala's thief background might not be too much of an issue for him.

 

Rebellion on the other hand...

I have a feeling not but I'd surely like that myself.  There was nothing elf-centric about the quote.  She kills bad people of all races.
