I want to play in the Arena with the characters from ME2 but for some reason they are greyed out. I have tried to do this before and after the party. Is there something that I need to unlock in order to access them?

Yes. You have to buy their licenses from the store if I remember correctly.

Yeah you earn Arena coins by completing matches, you can then use those to unlock more settings in characters at an upstairs terminal.

After you encounter them in their respective missions you can purchase them for a single bronze token.

If you want to play with Samara, you must defeat the monastery quest and meet her at the embassies. If you want miranda to play along, you have to play the game until you beat Sanctuary.
