You're giving New Vegas a 9/10 for graphics? A 9/10? We can argue about narrative all day long, but I can't see how anyone can deny New Vegas is an ugly, ugly AAA game for 2010. What isn't directly completed copy and pasted from Fallout 3 (and I'd say at least 50% of the assets are) is blotchy and brown. The textures are terrible. Both exteriors and interiors look awful. There's a lack of a distinctive art style for pretty much anything. The animations are hideous. Even just the design of the desert, of the roads and sand looks, frankly, god awful compared to most games.

I'll take Bethesda's design over Obsidian's any day of the week. So FO3 for me. I don't even have a desire to try New Vegas after playing Alpha Protocol. What a wreck.
It's kinda stupid to make such an assertive comparison when you haven't even played one of those games.

TF2 is very overrated IMHO. It may be all balanced but it gets boring fast and all of the cosmetic items cost $10. Valve pls.
IMHO the most underrated game is Rainbowsix Vegas 2.

I personally like the fact if I do not like a build or a play style, I can change without having to make a new character and restarting from scratch.

You can have a character that can do anything they want any time in New Vegas as well, especially with the DLC.

FO3 ending drags it down a fair bit. So many great games that are pretty fun that one can sink a lot of time in and then so many endings that just stink for one reason or other.

F3 gives you a perk every level, as opposed to every other level (like in 1/2/NV)

New Vegas also has an extra 20 levels worth of perks to give you.
The end result is that you get a grand total of 5 additional perks in FO3. Still more, but not as big of a deal.

Equipment is a legit reason for a game's balance to be broken.
Cheating with the console is not.
Although balance in most Bethesda games is still broken for entirely different reasons. They aren't great at balance.

I made a broken OP wood sword in Skyrim that dealt so much DMG, people would fly off the map, because I chose to abuse the game. You don't have to grab every single stimpack and radaway but the feeling of hoarding them compels you.

Not loot things? I don't follow.
Although I've never considered that to be a good argument anyway. If I have to handicap myself on purpose in order for the game to not be broken, then you did a poor job in balancing the game and it's broken.
I can make an exception if it was a bug but New Vegas giving me too many stimpacks is not a bug. Of course Skyrim is broken even outside of the Smithing/Enchanting/Alchemy chain.

Although I have yet to find a weapon or an element that is broken without the crafting system with all 1 handed perks and level 100 in it makes some swords go right around 50-100 DMG for me but with all smithing perks, level 100, and fortify smithing items, I can make swords do into the 300s with DMG.

Dual wielding dagger assassin.
Modifier stacking to the point of being able to kill most enemies in the game in 1 hit with a sneak attack. I even have OHK dragons with that character before, without ever using fortify blacksmithing items.
You can choose to use it or not, but that's irrelevant to a discussion about a game's balance being broken. The fact that it exists to be abused means it's broken.

Just because it's a choice means nothing, the fact that it's there means there is a balance issue. Alot of RPGs have a balance issue and OP issue, Bethesda games though are the worst at it.

By gamers (both mainstream and "hipster") or by critics? I'm going with the former. Every time I see GTA4 being brought up, it's usually bashed by fans. I'd say it's overhated. These come to mind for being overrated.

If you're talking about what I think you're talking about, I thought removing the attribute system wasn't necessarily a good or bad thing. I like how I can be an Orc/redguard mage or an Altmer warrior now with a little more effort.
