Again, this goes back to Cassandra having no idea who Justinia really was. Justinia didn't know those things and clearly worked in opposition to this, even in Asunder. The fact is, if you asked me if Justinia is more like Cassandra, who had a very loose business relationship with her, one that Cassandra by your own words admits gave no insight into Justinia's character, or Leliana who might as well have been her daughter, I'm going with Leliana. This is like saying there is no way to know if Abraham Lincoln really wanted to ease the South back into the US instead of setting up the military districts that came later. He clearly did.
The Divine cannot legally have lovers or marry, I'm not sure what's so confusing about this. So no, Cassandra is probably not going to take the Inquisitor on as a lover when Chantry law forbids it. As opposed to Leliana who says **** it, and tells everyone she's banging the Warden, and then later saying, "And now it's okay too."
Whle Cassandra may not have known Justinia well as a person, I find it hard to believe that she didn't relay her plans of changes to her closest servants, or that Cassandra is incapable of discerning those from the orders she was given, because they would've clearly indicated her approach to many things. Unless Justinia was not being straight with Cassandra and only gave her orders that she would not question, while withholding her entire plan. Which, I suppose, is possible, given her background. I'm not sure I'm willing to trust Leliana more, despite her longer history and closer relationship with Justinia. Because once again she claims that their relationship was "special', that it somehow transcended the limits of actual human relationships. So Leliana's usual clouded judgement and her need to be "the chosen one", be that in the eyes of the Maker or Justinia, may be in play here. She may claim to have special insight and it would of course make sense to belive her, she knew the Divine for a long time after all. But it wouldn't be the first time she claimed to have those insights, signs and what have you. Does she actually have them? I'm not so sure.
The confusing part was you saying that Cassandra IS going to bend the rules, which was somehow evident from conversation with Josephine. Merely clarifying the source of misunderstanding here.
